Abstract

The first two papers in this series posed the questions, Why leadership at all levels? and Why now?, drawing from the Scottish policy context and changing conceptualisations of leadership over time. This paper focusses upon the international perspective, drawing from the OECD [Organisation for Economic Co-Operation and Development] Report, ‘Preparing teachers and developing school leaders for the 21st century: Lessons from around the world.’ [1] The report draws from the OECD’s ‘Programme for International Student Assessment’ (PISA) (2009).
