The 2007-13 period has seen important changes in the management and implementation of cohesion policy with respect to improving strategic coherence, concentrating expenditure on priorities related to the Lisbon Agenda, improving performance and ensuring better strategic reporting. However, the expectations of the 2006 reforms have only been partially met, and there are key lessons for European institutions and Member States regarding commitment, capacity and accountability for the 2014-20 period.
