A wavelet-based video codec that utilises the properties of the human visual system is presented. Perceptual weights are employed in the selection and vector quantisation of the wavelet coefficients. The weights are designed for a specific viewing distance and frame size with application to communication using a handheld videophone device. The results indicate a significant improvement in frame quality.
