Abstract

Written off by the Bolton Report in 1971 as being in "terminal decline" small companies have subsequently enjoyed considerable changes in fortune. The valuable patronage of a Conservative Government has been extended to a small firm sector which represents to the Government a means of industrial regeneration, employment growth and a vehicle for promoting independence, individualism and dynamism. In short, the very essence of the "enterprise culture" would be found and reproduced in a thriving small firm sector. This paper discusses the Scottish situation regarding small companies.
