Abstract

The report comprises the findings of the ex ante evaluation of the IPA Operational Programmes (OPs) for Environment, Transport, Regional Competitiveness and Human Resource Development for Croatia (2007-09) undertaken by the European Policies Research Centre (EPRC). The report is a synthesis of a series of papers prepared by EPRC, establishing the evaluation frameworks, assessing each of the programmes and critically evaluating the final programme drafts.
