Sustainable and equitable development is severely undermined when citizens do have not have access to a voice. When basic human needs are marginalised or suppressed, the resulting emergence of communal violence in the negotiation of difference and grievances stunts economic growth - sometimes for generations. Today, the exponential growth in the use and ownership of mobile phones offers renewed hope of higher economic development.
