A new approach to water network reliability is described that uses pipe flow entropy as a surrogate measure of reliability. Flow entropy does not measure reliability directly but appears to have all the properties of an accurate quantitative and qualitative reliability measure. It has the advantages of being easy to calculate for existing systems and easy to incorporate into cost optimization design procedures. An overview of the background to the development of network flow entropy is provided here along with a demonstration of the use and merits of flow entropy as a surrogate measure of reliability.
