Abstract

In Britain, national government does not have a policy on tourism, despite the considerable de facto State involvement and the Government's two-year review of tourism policy which culminated in the Lamont guidelines of 1983. This economic perspective explores the issues that have arisen between the Highlands and Islands Development Board (HIDB) and the Scottish Affairs Committee (SAC) with respect to Scottish tourism.
