Abstract

During the 1987 general election, the main political parties, save one, were committed to some form of constitutional change for Scotland. Various degrees and kinds of "self-determination" were offered to the Scottish electorate by those parties. The exception was the Conservative Party. Its Scottish representation in the House of Commons was much reduced as a result of the election, yet it retained its United Kingdom parliamentary majority by a substantial margin. This paper discusses the case of devolution.
