Evaluates the impact of reforms introduced by the Planning etc. (Scotland) Act 2006, their effect on Scottish planning policy and whether the measures aimed at promoting public participation are compatible with the Convention on Access to Information, Public Participation in Decision Making and Access to Justice in Environmental Matters 1998 (the Aarhus Convention). Examines the background to the amendments and key changes concerning the national planning framework, development planning, development management, the appeals procedure and the enforcement process. Considers the shortcomings of the reforms and includes a table of delegated planning permission appeal statistics.
