This article describes the motivation for the work and its focus on measures to limit the impact of major unreliability events rather than their prevention. It briefly addresses various themes: review of past major unreliability events and their common features, justification of investment in defence measures, a new understanding of “security” and coordination of aspects of power system planning and operation.
