On 12 March 2002, the Finance Committee decided to undertake two reviews of expenditure in cross-cutting areas. As scrutiny of the Executive's expenditure proposals within the Parliament is currently largely carried out on a departmental level, the Committee was concerned that expenditure in support of policies which cut across more than one department was either not being scrutinised at all or was not being carried out in a strategic, comprehensive way.
