Abstract

On 2 February 2022, the Council of Europe Committee of Ministers took note of the Guide on family-based care for unaccompanied and separated children developed by the Steering Committee for Human Rights. When a large number of unaccompanied and separated children arrive in Europe after undergoing extremely difficult and potentially traumatic journeys, they may also have experienced serious trauma prior to leaving their country of origin. While they have an unquestionable right to protection, a number of unaccompanied and separated children remain in difficult conditions after their arrival in Council of Europe member States. The reasons are varied but include the lack of appropriate accommodation and limited access to child-friendly services. The new Council of Europe Guide aims at clarifying key international standards and practical aspects in this field, thereby supporting Council of Europe member States in meeting their international commitments vis-à-vis unaccompanied and separated children. This document focuses on unaccompanied and separated children in the context of migration, from the moment of arrival on the territory of Council of Europe member states and until a durable solution is found. The guide highlights key aspects for Council of Europe member States to consider when developing and implementing family-based care for unaccompanied and separated children in the context of migration.
