Abstract
This paper examines empirically the relationship between under-employment and migration amongst graduates of Scottish higher education institutions with micro-data collected by the Higher Education Statistical Agency. The analysis suggests that there is a positive relationship between migration and graduate-job employment. This relationship is particularly strong for Scotland-domiciled graduates who studied in Scotland. This positive relationship is consistent with the view that there is in over-education/under-employment problem in Scotland. However, other explanations are possible.
