Abstract

The Centre for Energy Policy at the University of Strathclyde is a research centre focused on the economy-wide impacts of energy transitions, with particular expertise in understanding how policy choices shape distributional outcomes, labour market dynamics, and regional effects. Our research investigates critical interdependencies across energy, industrial decarbonisation, workforce planning, and supply chain development, areas where integrated economy-wide modelling reveals complex interactions that sectoral analyses often overlook. We respond to this Call for Evidence because the Seventh Carbon Budget represents a critical juncture for UK net zero policy, and urgent decisions about implementation strategies must be grounded in robust economy-wide analysis. Our evidence indicates that several key questions central to the Committee's inquiry (particularly around how costs will be distributed, what labour market constraints exist, and how different funding approaches affect deliverability) require careful economic assessment alongside technological and sectoral analysis. This submission draws on our recent research to highlight where economy-wide modelling provides evidence that can strengthen policy decision-making and increase confidence that the Seventh Carbon Budget pathway is both adequate and achievable.
