Abstract

The Centre for Energy Policy at the University of Strathclyde welcomes the opportunity to respond to the consultation on continuing the Warm Home Discount (WHD) scheme. Our response draws on recent research examining the economy-wide implications of different funding approaches for energy efficiency and fuel poverty support, including comparative analysis of bill levies versus taxation-based funding mechanisms.
