Abstract

This response from the Digital Health & Care Institute (DHI) to the Scottish Parliament’s Call for Views on Digital Health & Care provides a critical assessment of Scotland’s digital health and care strategies. Drawing on four years of innovation project experience, DHI highlights successes such as the linkage of SCI Diabetes to My Diabetes My Way and the development of Clinical Portal, while identifying persistent barriers including fragmented data sharing, lack of recurrent funding, and insufficient citizen-centred design. The report advocates for a shift towards open, distributed digital infrastructure, citizen empowerment, and co-design practices, referencing international best practice from countries like Finland and Estonia. DHI recommends a national dialogue on citizen-centred digital public services and outlines tangible next steps for advancing data sharing, innovation, and sustainable transformation in Scotland’s health and care system.
