Abstract
This literature review explores the impact of Teacher Professional Development (TPD) programmes in Indonesia on enhancing teacher quality and achieving Sustainable Development Goal 4 (SDG 4), specifically target 4.c, which aims to increase the availability of qualified teachers. Using Guskey’s (2002) model, the research examines how TPD influences the sequential development of teachers’ classroom practices, which subsequently affect student learning outcomes, leading to changes in teachers’ beliefs and attitudes. The findings suggest that TPD programmes can bring about significant changes in teaching methods, boost teacher confidence, and have a positive influence on student engagement and performance. The study emphasises the significance of ongoing professional development and systemic support in ensuring that TPD initiatives yield sustained improvements in educational quality in Indonesia. Since this study relies solely on secondary sources, its results should be interpreted with caution and considered provisional rather than definitive. This emphasises the need for further empirical research to validate and build on the insights gained from this review of the literature. Overall, this research enhances understanding of how teacher professional development can facilitate teacher change and support the broader objectives of SDG 4.c.
