Abstract
Meeting net zero targets is a complex public policy challenge that will require government planning and projections across many domains: between government departments, levels of devolution, and with industry and civil society. Predicting the outcomes of different net zero policy arrangements is difficult without total clarity over the size of the bill, who is doing what and when, and who is ultimately going to pay.
