Abstract
The transmission expansion planning (TEP) problem addresses the questions of what, where, and when to build transmission infrastructure to ensure economic and reliable power transport. This paper presents a stochastic optimisation modeling approach to tackle this problem. Our study is based on the GB 36 Bus electricity transmission network model, incorporating generation and load scenarios from the three Future Energy Scenarios 2025 proposed by the GB National Energy System Operator (NESO): Holistic Transition(HT), Electric Engagement(EE), and Hydrogen Evolution (HE). These scenarios are used to evaluate potential transmission expansion strategies over a 26-year planning horizon (2025–2050). To fully account for the impact of operational expenses, we introduce a dual timescale approach, considering hourly operational costs alongside longterm investment decisions over multiple years.
