Abstract

Addressing global challenges increasingly requires enhanced international collaborations, especially in advancing technological innovation within the land, infrastructure, and transport sectors. This research presents the Global Technology Readiness Index (GTRI), a structured and data-driven method designed to objectively assess and analyze the national technological capabilities. The GTRI measures national readiness across four clearly defined dimensions, technology, people, governance, and impact, utilizing various indicators ensuring reliability and diversity. In this research, the GTRI was applied specifically to the domain of smart construction technology, an emerging area contributing significantly to sustainable development. Through evaluating 12 countries, the GTRI identified notable disparities in technological maturity. Furthermore, by conducting a SWOT analysis, countries’ strengths, weaknesses, opportunities, and threats were distinguished providing a deeper understanding for strategic international collaboration. The GTRI enables policymakers and researchers to better align national strategies with global innovation objectives, thereby promoting accelerated sustainable development through informed decision-making and effective cross-border partnerships.
