Discusses issues arising under the existing Scottish regime regarding the acquisition by children of criminal records. Reviews the rules on the age of criminal responsibility and the criminal record consequences of appearing before a children's hearing, noting purposes for which criminal records are not expunged. Suggests ways in which, by making amendments to the Children's Hearings (Scotland) Bill 2010, the system could be improved.
