An update to the Mid-Term Evaluation was carried out in 2005 by the European Policies Research Centre at Strathclyde Univeristy, Scotland. The analysis focused on an assessment of the efficiency, effectiveness and impact of the Programme on the basis of experience up to mid-2005 and the implications for the future, in light of changes in the financial, regulatory and strategic environment with special emphasis on the main conclusions from the current Programme and lessons for next period.
