Abstract

Conventional electricity generation relies heavily on consuming large amount of fossil fuel such as oil, coal and natural gas. These primary fuels are not sustainable in the long term and they also lead to the production of significant amount of green-house gases. The use of renewable generation is expected to provide one solution to these issues, and among the existing techniques, wind power is regarded as one of the most promising methods. However, similar to some of the existing renewable generation a major drawback is the intermittent nature of wind; therefore, an appropriate amount of additional reserve is vital to back up the possible generation fluctuation. A considerable amount of research effort has been made to quantify the reserve requirement of wind penetration through statistic or deterministic approaches. The frequency and duration of wind speed should not be neglected when estimating the reserve calculation. A new method, Outage Frequency and Duration Table (OFDT) is presented in this paper, which combines the advantages of Monte Carlo Simulation (MCS) and the convenience of Capacity Outage Probability Table (COPT) to evaluate the additional reserve requirement and reflects the effect of outage frequency and duration as well.
